On the morning of Thursday, 19 October 2023, the Cambodian Human Rights Committee (CHRC), in collaboration with the Kampot Provincial Administration, organised a “Workshop on Dissemination of the National Report on the Implementation of the International Covenant on Civil and Political Rights (ICCPR)” at the Bokor Conference Hall. It was chaired by His Excellency Keo Remy, Senior Minister, and President of the CHRC and His Excellency Ung Chhay, Deputy Governor of Kampot province, with the participation of the Provincial Court of First Instance, the Prosecutor of the Provincial Court of First Instance, the Commander of the Provincial Armed Forces, the Chief of the Provincial Prison, representatives of the district authority, civil servants of the provincial administration and departments of Kampot province.

His Excellency Ung Chhay said that the citizens’ rights and freedoms are protected and respected–they have every right to earn a living, the right to education, political and economic rights, freedom of expression and other rights and freedoms. The guarantee of peace brings to the Cambodian people democracy, the rule of law, development and respect for human rights. Therefore, the citizens’ participation is very important for the whole country to further achieve peace and development. He requested them to respect the law in force and exercise their rights and freedoms within the limits of law in order to avoid infringing on the rights and freedoms of others and leading to social insecurity.

His Excellency Keo Remy stated that Cambodia has taken the lead in the region in respecting human rights–no death penalty, the adoption of eight out of nine major human rights instruments, the acceptance of the UN Special Rapporteur on Human Rights and the establishment of an OHCHR office in Cambodia. He added that the purpose of this national report is to widely disseminate the Royal Government’s efforts, along with major achievements in the protection and promotion of human rights in Cambodia to the sub-national level. The dissemination of the national report is intended for sub-national units to gain better understanding of the ICCPR, including its concluding observations, which is an important factor in encouraging the participation of sub-national units in implementing those concluding observations. In addition, it demonstrates the regular implementation of Cambodia’s international obligations as a member state of the United Nations.

To conclude, His Excellency Keo Remy thanked the Kampot Provincial Administration for its cooperation in organising the workshop and instructed all participants to pay attention and ask questions related to the report, including general questions on human rights.
