On the morning of Friday, 20 October 2023, the Cambodian Human Rights Committee (CHRC), in collaboration with the Kep Provincial Administration, organised a “Workshop on Dissemination of the National Report on the Implementation of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) at the Kep Provincial Hall. It was chaired by His Excellency Keo Remy, Senior Minister, and President of the CHRC and His Excellency Som Piseth, Governor of Kep province, with the participation of the Provincial Court of First Instance, the Prosecutor of the Provincial Court of First Instance, the Commander of the Provincial Armed Forces, the Chief of the Provincial Prison, representatives of the district authority, civil servants of the provincial administration and provincial departments.

The purposes of this workshop are to:
1. widely disseminate the Royal Government’s efforts, along with major achievements in the protection and promotion of human rights in Cambodia to the sub-national level;
2. disseminate the national report for sub-national units to gain better understanding of the ICERD, including its concluding observations, which is an important factor in encouraging the participation of sub-national units in implementing those concluding observations; and
3. demonstrate the regular implementation of Cambodia’s international obligations as a member state of the United Nations.

On that occasion, His Excellency Som Piseth said that the Kep Provincial Administration has joined the Royal Government in safeguarding security, safety and peacekeeping, which has led to development in many areas in the province, including respect for and the promotion of human rights. Only when the country is in peace may human rights prevail. Therefore, you are requested to work together to maintain peace. If a country is at war, human rights will be annihilated.

His Excellency Keo Remy stated that the Royal Government under the leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister of the Kingdom of Cambodia, has always shown an indomitable will to respect human rights. Cambodia has taken the lead in the region in respecting human rights–no death penalty, the adoption of eight out of nine major human rights instruments, the acceptance of the UN Special Rapporteur on Human Rights and the establishment of an OHCHR office in Cambodia.

To conclude, His Excellency Keo Remy thanked the Kep Provincial Administration for its cooperation in organising the workshop and instructed all participants to pay attention and ask questions related to the report, including general questions on human rights.
