On the morning of Tuesday, 23 July 2024, HE Senior Minister Keo Remy, President of the Cambodian Human Rights Committee (CHRC), visited people staying at the Phnom Penh Social Welfare Centre (Prey Speu), with the participation of HE Sok Buntha, Secretary of State, representing the Minister of Social Affairs, Veterans and Youth Rehabilitation, Ms Mom Chandany, Director of the Department of Social Affairs, Veterans and Youth Rehabilitation of Phnom Penh, dignitaries and officials of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and of the Department of Social Affairs, Veterans and Youth Rehabilitation of Phnom Penh, and dignitaries, members and volunteer lawyers of the CHRC.

The aim of this visit is to assess the living conditions of the victims who are staying at the centre; it focuses on the exercise of their fundamental rights, access to healthcare, food supply, vocational skills training and rehabilitation for their integration into society.

HE Senior Minister Keo Remy praises the Royal Government under the intelligent leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, who consistently prioritises the welfare of all individuals, through the introduction of priority policies in the Pentagonal Strategy-Phase I, in the development of the social sector, a major priority, focusing on “Human Capital Development”, Side 4: Strengthening of Social Protection System and Food System based on the spirit of leaving no Cambodian citizen behind. In particular, recently, the Royal Government has provided care and support for incarcerated pregnant women and those who are imprisoned along with their children. Furthermore, he urges all dignitaries and officials to focus more on the living conditions of the victims, emphasising the importance of adhering to national and international human rights standards to which the Kingdom of Cambodia is a state party. He also calls for the identification of victims and efforts to connect them with their families for a swift reintegration into society. Additionally, he encourages the residents of the centre to take care of themselves and engage in regular exercise to promote their recovery, health, and readiness to reunite with their families soon.

Finally, HE Senior Minister Keo Remy thanks the Minister of Social Affairs, Veterans and Youth Rehabilitation and the Governor of Phnom Penh for their efforts in better managing the care and living conditions of the victims in the centre. He contributed some medicines and essential food supplies for the center’s use and inspected the holding cells and health posts with his working group.
