Jakarta: HE Chin Angkearith, member of the Cambodian Human Rights Committee and Head of the Regional and ASEAN Human Rights Department, attended the launch of the “ASEAN Guideline on the Implementation of the Non-Punishment Principle for Protection of Victims of Trafficking in Persons” organised by the Indonesian Representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR-Indonesia) and the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) – Philippines, with support from the Australian government through the ASEAN-Australia Counter Trafficking Programme, on 2-3 June 2025, at the ASEAN Secretariat, Jakarta, Indonesia.

The event aims to showcase significant progress in ASEAN’s collective commitment to protecting victims’ rights and promoting the effectiveness of anti-trafficking measures across the region. This is the outcome determined by joint efforts between the AICHR and the SOMTC, which clearly reflects the commitment of ASEAN member states to the principle enshrined in Article 14, paragraph 7 of the ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP), and aligns with the framework established by the ASEAN Multi-Sectoral Work Plan Against Trafficking in Persons 2023-2028 (Bohol TIP Work Plan 2.0).

Representatives from AICHR, SOMTC, ASEAN Sectoral Bodies, civil society organisations, and other relevant stakeholders took part in the event, which was promoted on social media to encourage public registration and participation.

Following the inauguration, SOMTC and AICHR representatives of ASEAN member countries and Timor-Leste met to discuss strategies and practical next steps for raising awareness and implementing the ASEAN Non-Punishment Principle, focusing on identifying potential actions at both national and regional levels to put the non-punishment principle into practice.
