(Kampot province): HE Keo Remy, Senior Minister, in charge of special missions, President of the Cambodian Human Rights Committee (CHRC), presided over a workshop to disseminate the national report on the implementation of the International Covenant on Economic, Social and Cultural Rights (ICESCR), on Tuesday morning, 16 September 2025 in the Kampot Provincial Hall.
This workshop was organized by the CHRC, in collaboration with the Kampot Provincial Administration, with the participation of approximately 400 representatives of the Provincial Court of First Instance, prosecutors of the Provincial Court of First Instance, the military police, the provincial administration, the provincial prison, provincial departments and unit, representatives of the districts, and other relevant institutions. He stated that the CHRC, representing the human rights personnel of the Royal Government, always raises awareness of the Royal Government’s significant efforts and achievements, at national and sub-national levels, in protecting and promoting human rights in Cambodia, and disseminates the mechanisms and processes for preparing national human rights reports, defending these reports, and implementing the concluding observations.
He added that economic, social and cultural rights are the most vital fundamental human rights, along with other key rights, which are protected and promoted as stipulated in the ICESCR. At the same time, the Royal Government of Cambodia has also put in place policies, strategic plans, and sectoral measures aimed at ensuring the promotion of economic, social, and cultural rights, maintaining religious harmony and taking into account vulnerable groups. In addition, he encouraged all citizens not to discriminate against LGBT individuals.
He stated that the Royal Government of Cambodia, under the wise and skillful leadership of Samdech Akka Moha Sena Padei Techo Hun Sen in the past and Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, consistently demonstrates a genuine will to develop the human rights sector in Cambodia by ratifying 8 of the 9 international human rights treaties and 4 optional protocols, welcoming the Office of the United Nations High Commissioner for Human Rights in Cambodia, accepting [the mandate of] the Special Rapporteur on Human Rights in Cambodia, and regularly fulfilling its international obligations as a UN member by submitting national human rights reports required under various treaties. Moreover, Cambodia actively engages in regional human rights mechanisms, especially through the ASEAN Intergovernmental Commission on Human Rights.
He emphasized that Samdech Akka Moha Sena Padei Techo Hun Sen fought and sacrificed his life to liberate the country and the people of Cambodia from the Khmer Rouge genocidal regime, and especially through the Win-Win Policy, brought complete peace throughout the country. Moreover, the Kingdom of Cambodia does not have the death penalty. These are the most essential factors in ensuring the right to life of every citizen, which is the first and most indispensable basic right of every person, before talking about other rights.
On this occasion, he said that Samdech Moha Borvor Thipadei, Prime Minister, is paying great attention to the 18 heroic soldiers who were captured by Thai soldiers. In response, the CHRC’s special working group has sent letters to all United Nations human rights bodies, requesting their assistance for our brave soldiers.
Finally, HE Keo Remy, Senior Minister, called on citizens across the country to trust the government and unite to maintain peace. Peace is the only way to have human rights.
Before announcing the opening of the workshop, he expressed his appreciation and gratitude to the provincial administration for organizing this important national report dissemination workshop. He instructed all participants to listen carefully and to ask various questions related to the national report, including questions on human rights topics in general.
