Kampong Speu: Workshop on “Dissemination of Reports and Recommendations from Universal Periodic Review (UPR), Fourth Cycle” was held under the chairmanship of HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), on the morning of Thursday, 16 October 2025, at the Kampong Speu Provincial Meeting Hall. The workshop was organised by the CHRC, in collaboration with the Kampong Speu Provincial Administration, with the participation of approximately 200 representatives from the Kampong Speu Provincial Court of First Instance, the Prosecutor attached to the Provincial Court of First Instance, military police, provincial administration, provincial prison, provincial departments and units, and representatives of districts and related institutions.

HE Keo Remy, Senior Minister, said that today’s workshop aims to raise awareness of the UPR mechanism, the content of the Cambodia’s national human rights report and the recommendations it has accepted. It seeks to promote participation from all relevant parties and levels to more effectively implement these accepted recommendations, thereby boosting Cambodia’s prestige in human rights on both regional and international stages, ultimately benefiting the wider public.

He said that the UPR is the only human rights mechanism of the United Nations Human Rights Council that all 193 UN member states are required to submit their national human rights reports to other UN member states for review and comment or recommendations every four and a half to five years. This mechanism aims to improve the human rights situation in all countries by facilitating the exchange of best practices and offering technical assistance among states and partners. It ensures that the human rights situation in all countries is raised and discussed equally with other states, regardless of whether those countries are large or small, economically disadvantaged or highly developed.

He stated that the Royal Government of Cambodia, under the wise and skillful leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, in the past, and Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, always shows a genuine willingness to develop the human rights sector in Cambodia by ratifying 8 out of 9 international human rights treaties and other 4 optional protocols, allowing the establishment of the Office of the United Nations High Commissioner for Human Rights in Cambodia, welcoming the Special Rapporteur on Human Rights in Cambodia, as well as regularly fulfilling international obligations as a UN member state to submit national human rights reports under various treaties. In addition, Cambodia also actively participates in regional human rights mechanisms, especially the ASEAN Intergovernmental Commission on Human Rights.

He emphasised that Samdech Akka Moha Sena Padei Techo Hun Sen fought and sacrificed his life to liberate the country and the people of Cambodia from the Khmer Rouge genocidal regime, and especially through Win-Win Policy, brought complete peace throughout the country. Moreover, the Kingdom of Cambodia does not have the death penalty, all of which are the most essential factors in ensuring the right to life of every citizen, which is the first and most indispensable basic right of every person, before talking about other rights. At the same time, he also encouraged all citizens not to discriminate against LGBT individuals.

He said that the recent use of noise in the form of intimidation and psychological harassment against the Cambodian people is a serious violation of human rights under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT).

He also expressed his gratitude to our heroic soldiers for vigorously defending the nation and homeland of Cambodia.
