Kandal province: On the morning of 23 February 2026, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), accompanied by dignitaries and officials of the CHRC, as well as Cambodian philanthropists living in the United States of America, made his 18th visit to the Cambodian Child Development Organisation, and his 6th visit to the New Smile of Hope Children Association, delivering funds and supplies, located in Kandal province. They include rice, fish sauce, soy sauce, salt, seasoning, sugar, yellow noodles, cakes and pure water, etc., donated by Cambodian philanthropists living in the United States of America who wish to improve the children’s well-being and quality of life.
It should be noted that HE Keo Remy, Senior Minister, visits this organisation and association in person, at least once a year, delivering funds and consumer goods. He also tasks a CHRC working group with supplying them monthly with funds, consumer goods, and certain medications. These efforts play a vital role in easing the organisations’ burdens and ensuring that children—particularly those accompanying mothers released from prisons and correctional centres, along with other vulnerable kids—can grow up in safe, dignified environments protected by their fundamental rights.
This visit also helps ensure that children living there can enjoy key rights, such as the right to survival, the right to physical and mental health, the right to education, and the right to protection from harassment, abuse and all forms of violence, in accordance with the Convention on the Rights of the Child and the Royal Government’s policy, which focuses on the principle of “leaving no one behind”. Children are considered the most valuable resource of the nation and a key hope for the future of the country.
Speaking at the occasion, HE Keo Remy, Senior Minister, voiced his deep admiration and praise for the management and staff of both the organisation and association, who responsibly care for, protect, and promote children’s fundamental rights and freedoms—especially their rights to health, education, and a safe living environment. He highlighted that operations here uphold children’s rights without any abuse. Additionally, he assured that if any child faces health issues or requires urgent aid, the organisation or association can reach out to the CHRC for prompt intervention, including hospital treatment.
Finally, HE Keo Remy, Senior Minister, urged the management and all staff of the organisation and association to keep caring for the children while steering clear of any misconduct or rights violations. At the same time, he reaffirmed CHRC’s ongoing commitment to support and assist them, and called on philanthropists to back this organization and association, and other orphanages—embodying humanity, a sharing culture, and active efforts to promote and protect children’s rights in Cambodia.
