The Cambodian Human Rights Committee Electronic Application (CHRC App) was launched on the morning of Thursday, 29 June 2023, at Angkor Kizuna Hall, Cambodia-Japan Cooperation Centre (CJCC) under the presidency of His Excellency Keo Remy, Minister Delegate attached to the Prime Minister, and President of the CHRC. Approximately 250 people attended the event, including Excellencies, leaders of the CHRC, representatives of relevant ministries, institutions, diplomats, civil society organisations, and students.

Reporting on the development of this CHRC App, Her Excellency Ouch Nipon, General Director of the General Department of Administration and Complaints, stated, on the occasion, that the purpose of this application is to (1) provide comprehensive and rapid information on human rights, and (2) alleviate the citizens’ challenges of lodging human rights violations related complaints. Complaints lodged through this mobile application may include pictures, audio and video, and all complaints will be kept confidential.

His Excellency Chet Chealy, Vice-President of the CHRC and Rector of the Royal University of Phnom Penh, commended the CHRC for developing this application for the benefit of the public. He requested the students to download this electronic application in order to get the latest and real information about human rights and to be able to report on human rights issues.

His Excellency Keo Remy, Minister Delegate attached to the Prime Minister, and President of the CHRC stated that the development of the CHRC App is another milestone in the digital age, with the aim of further urging respect, promoting and protecting human rights in Cambodia. This development is also a contribution to the Royal Government, which is undergoing a digital transformation, launching Cambodia Digital Government Policy 2022-2035, which focuses on the vision of “Establishing digital government to improve the people’s quality of life and build trust among the people through better public service provision.”

Through this electronic application, everyone will find it easier to access the latest information on human rights and also to monitor the activities of the CHRC as well as the Royal Government in protecting and promoting human rights in Cambodia. Furthermore, it also enables citizens everywhere and from all walks of life to lodge complaints about human rights violations to the CHRC more easily and quickly by simply accessing and using the CHRC mobile application. These show the true will of the Royal Government of Cambodia to promote and protect human rights, under the wise leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.
