On 30 December 2025, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), led a delegation to visit HE Brigadier General Neak Vong, commander of the 42nd Infantry Division, 4th Military Region, a strong frontline commander who always stands at the front of the battlefield to protect the sovereignty, territorial integrity, and peace for the nation and homeland when war breaks out.

On this significant occasion, HE Keo Remy, Senior Minister, President of the CHRC, the staff of the Royal Government of Cambodia, extended warm regards and affirmed close attention from Samdech Akka Moha Sena Padei Techo Hun Sen, Samdech Kittipritbandit Bun Rany Hun Sen, Samdech Moha Borvor Thipadei Hun Manet, and HE Dr Pich Chanmonny to the Cambodian military commander, as well as all Cambodian soldiers and their families who courageously offered their lives, blood and physical strength to defend Cambodia’s homeland, sovereignty and territorial integrity against the enemy’s savage invasion.

This visit goes beyond a routine trip–it’s a profound show of gratitude, support, and motivation for the exceptional bravery, fighting spirit, courage, and resolve of the Cambodian military leader and forces, which forms the bedrock of peace and security for people nationwide, earning them the highest gratitude, esteem, and reverence from every Cambodian. At the same time, he personally delivered cash to the army commander to lighten his family’s financial load. This aid will greatly enable the military leader to concentrate entirely on their duties, strategy, troop command in battle, and national defence, free from concerns about their households’ well-being. A capable commander fosters resilient soldiers, brimming with resolve, unity, and unwavering readiness to defend the nation.

In addition, the CHRC has actively supported military commanders and affected populations in multiple ways such as (1) submitting complaints to safeguard legitimate rights via international and regional channels, particularly the International Human Rights Headquarters in Geneva; (2) engaging in discussions with global partners and embassies to highlight Cambodia’s hardships and secure backing for its rightful stance; and (3) visiting and aiding injured soldiers, their families, and refugees.

Overall, the Royal Government’s attention and support, along with those of all pertinent institutions, play a vital role in boosting the morale of military leaders and troops while reinforcing national unity, which reflects the strong bond between the state and its people as they unite to protect the nation and preserve peace.

Finally, HE Keo Remy, Senior Minister, he expressed thanks to HE Mean Chanyada, Governor of Oddar Meanchey province, HE Hor Chinvirayut, Deputy Governor of Oddar Meanchey province, and their team for facilitating this visit. He also gifted a Preah Vishnu statue to offer protection and blessings, while wishing HE Brigadier General Neak Vong robust health, triumph in his responsibilities, and success against all adversaries.
