Ratanakkiri: HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), presided over the opening ceremony for the workshop aimed at disseminating Cambodia’s national report on implementing the International Convention on the Elimination of All Forms of Racial Discrimination, under the collaboration between the CHRC and the Ratanakkiri Provincial Administration, on the morning of 24 March 2026, at the Ratanakkiri Provincial Theater.

Speaking on the occasion, HE [Keo Remy,] Senior Minister, said [Cambodia’s] ratification of 8 out of 9 international human rights treaties, combined with its rigorous enforcement of all international human rights standards and treaties to which Cambodia is a state party, reflects a robust dedication to upholding, promoting, and protecting human rights. Cambodia has worked diligently to eradicate every form of discrimination, regardless of colour, gender, or ethnicity, in keeping with its “leave no one behind” policy. This extends to LGBT individuals, who receive encouragement and support to engage fully and equally in society.

Consistent with this non-discrimination principle, the Royal Government of Cambodia upholds a firm position against discrimination, despite the ongoing border dispute with Thailand. In fact, Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, and Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, have urged civil servants at every level and the public at large to rigorously follow laws in force—avoiding any discrimination, violence, or harm toward Thai residents, workers, or businesspeople in Cambodia that could incite racial or ethnic bias.

Moreover, Thais currently imprisoned [in Cambodia] receive assured safety and appropriate protection, free from any violence. This starkly illustrates Cambodia’s reverence for human dignity and its dedication to fostering peace and mutual development with neighbours—standing in sharp contrast to the Thai government, which professes to be civilised and law-abiding yet has perpetrated aggressions and breaches of international law, human rights, and humanitarian standards. These violations encompass unilaterally sealing border crossings, unlawfully detaining 20 Cambodian soldiers, gang-raping Cambodian female laborers, assaulting Cambodian workers in Thailand, deploying high-frequency sound devices, using prohibited cluster bombs, and firing on civilians and public areas, among others.

At the same time, HE [Keo Remy,] Senior Minister, emphasised that the Royal Government of Cambodia has adopted a resolute position to safeguard its sovereignty and territorial integrity via diplomatic and legal channels, as well as through diverse mechanisms at ASEAN and international forums. The CHRC supported these efforts by issuing 60 petitions, statements, condemnations, and other letters. It also conducted a human rights mission to Geneva, Switzerland, where it held 29 bilateral meetings with entities such as the United Nations Human Rights Council, the Office of the United Nations High Commissioner for Human Rights, Human Rights Council member states, and special rapporteurs on various rights issues—to present the true account of Thailand’s aggression against Cambodia.
HE [Keo Remy,] Senior Minister, commended HE Nhem Sam Oeun, Governor of Ratanakiri province, for his dynamic leadership in organising and advancing the province toward impressive achievements. The governor is well aware of the region’s potential and the need for sustained development to propel it forward. Equally vital is the partnership between the Ratanakiri Provincial Administration and the CHRC in releasing today’s national report on implementing the International Convention on the Elimination of All Forms of Racial Discrimination. This effort highlights the Royal Government’s key accomplishments and inspires national and local entities to keep preserving, protecting, and promoting human rights across Cambodia.

In addition, HE [Keo Remy,] Senior Minister, assured the workshop attendees that the territorial issue ranks as the nation’s top priority, with the Royal Government steadfastly demanding the full return of lands illegally occupied by Thai forces. He urged citizens to maintain their trust in the government to address this matter and to stand united in defending and developing the country for enduring progress.
