HE Keo Remy, Senior Minister, chaired the opening ceremony of the workshop on “Dissemination of the National Report on Implementation of the International Covenant on Civil and Political Rights (ICCPR)”
Pursat: On the morning of 23 June 2026, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), presided over the opening ceremony of the workshop on “Dissemination of the National Report on ICCPR Implementation,” held through cooperation between the CHRC and the Pursat Provincial Administration at the Pursat provincial meeting hall. The event was attended by Pursat Governor HE Khoy Rida, representatives from the Provincial Court of First Instance and its prosecutor, military police, provincial administration, provincial prison, relevant departments and units, district representatives, related institutions, civil society organisations, and the Provincial Union of Youth Federation of Cambodia, with a total of 350 participants.
On that occasion, HE [Keo Remy,] Senior Minister, said that the seminar’s purpose is to highlight the Royal Government’s efforts and successes in protecting and promoting human rights, meeting its international obligations as a UN member, increasing awareness at sub national levels, and encouraging local authorities to take part in implementing recommendations on civil and political rights. Concerning civic and political space, [he said] Cambodia offers wide scope: it is open to associations, NGOs, civil society groups, unions, and a diverse, freely operating media and social media environment. [He also noted that] numerous political parties are registered and contest elections, and may lawfully carry out political activities without restriction.
HE [Keo Remy,] Senior Minister, also highlighted that on the border dispute with Thailand, the CHRC has pursued active international steps—filing 60 complaints with relevant parties including ASEAN and other international bodies, leading a delegation to present and defend the facts at the Human Rights Council in Geneva in March 2026, and conducting 10 visits to soldiers and displaced persons—and urged citizens to remain united and trust the government’s resolution. He added that peace underpins human rights, and that any human-rights assessments should respect national sovereignty, avoid interference in internal affairs or politicisation, and be grounded in Cambodia’s true historical, social, and cultural context.
At the same time, HE [Keo Remy,] Senior Minister, praised and warmly commended Pursat Governor HE Khoy Rida for his effective leadership in turning Pursat into a “model province” for public order, cleanliness, and environmental management, stressing that “the absence of street litter reflects wise governance and active citizen involvement, and upholds the right to a clean and healthy environment.”
HE [Keo Remy,] Senior Minister, also urged civil servants across the province to serve the public with honesty, transparency and impartiality to guarantee equal access to services. He also called on local authorities to properly promote and apply human rights laws in line with national legislation and Cambodia’s social context, stressing that peace underpins human rights. Additionally, [he said] all officials should collaborate closely, engage with communities, and promptly and effectively address citizens’ concerns and requests.
Finally, HE [Keo Remy,] Senior Minister, expressed gratitude to the provincial administration for assisting in circulating the ICCPR report, noting this demonstrates its commitment to meeting obligations under international human rights frameworks and to working with the government to implement recommendations at national and sub-national levels. [He added that these efforts] enhance the country’s standing regionally and internationally and serve the best interests of the Cambodian people.
