Pursat province: On the morning of 14 July 2025, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), had the honor to preside over the ceremony for the handover and receipt of a Hyundai Starex ambulance for Correctional Center 4 (M4), marking the 63rd valuable donation from Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, and Samdech Kittipritbandit Bun Rany Hun Sen, President of the Cambodian Red Cross, through Neakoknha Bandit Chea Ratana and Neakoknha Li Hiek Ratana, as well as Nekoknha Sok Vanna and Lok Chumtiev Chan Sothy. Please be informed that the CHRC has received two ambulances. One was delivered to Correctional Centre 2 on 17 February 2025, and the other to Correctional Centre 4 (M4) in Pursat province because this facility is located far away from the centre of town, and transporting detainees for medical treatment is challenging, and for the benefit of the prison’s occupants. This ambulance donation serves as a goal and a demonstration of the commitment to promoting and protecting human rights, especially the right to access healthcare services without discrimination.

On that occasion, HE [Keo Remy], Senior Minister, commended the dignitaries and officials of prisons and correctional centres for their understanding of human rights and their active efforts in advancing, promoting and protecting the rights of prisoners, including access to education, healthcare, freedom of religion, vocational training, and life skills, all of which help prisoners successfully reintegrate into society after their sentences.

Meanwhile, HE [Keo Remy], Senior Minister, highlighted the attention of Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, and Samdech Kittiprittbandit Bun Rany Hun Sen, President of the Cambodian Red Cross, as well as the Royal Government in its 7th mandate under the leadership of Samdech Moha Borvor Thipadei Hun Sen, Prime Minister of the Kingdom of Cambodia, guided by the principles “Leave no one behind”, to ensuring both individuals outside and those in detention have equal access to social services through the implementation of various policies and assistance programmes. One example is the cash subsidy programme for pregnant women and children under 2 years of age in detention facilities.

Finally, HE [Keo Remy], Senior Minister, expressed his deep gratitude to the Ministry of Health, Pursat Provincial Administration, as well as the General Department of Prisons for their good cooperation and Neakoknha Bandit Chea Ratana and Neakoknha Li Hiek Ratana, as well as Nekoknha Sok Vanna and Lok Chumtiev Chan Sothy for the ambulances donated to Correctional Centres 2 and 4. He also expressed his gratitude to all dignitaries, subordinate officials, and donors who have always dedicated their energy, financial resources, equipment, food, and various medicines in response to his initiatives and appeals to correctional centres, prisons, and municipal-provincial facilities nationwide.
