HE Keo Remy, Senior Minister, Presided Over “Dissemination of National Reports on UPR” Workshop
Banteay Meanchey: On 27 May 2026, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), presided over the workshop on “Dissemination of National Reports on the Universal Periodic Review (UPR),” held at Banteay Meanchey Provincial Hall and organised jointly by the CHRC and the Banteay Meanchey Provincial Administration, with the attendance of HE Oum Reatrey, Governor of Banteay Meanchey, representatives of the Provincial Court of First Instance and its Prosecutor, the Military Police, Provincial Administration, Provincial Prison, various departments, district representatives, related institutions, civil society organisations, and the Provincial Union of Youth Federation of Cambodia, totalling 200 participants.
In his remarks, he noted that the UPR is the only key mechanism of the United Nations Human Rights Council, offering all member states a platform to share best practices and exchange perspectives on human rights. Cambodia has taken part in this mechanism for four cycles. During the fourth cycle, 100 UN member states offered a total of 275 recommendations on Cambodia’s national report, most of which praised, encouraged, and urged the country to continue implementing policies and strategic plans to advance all sectors. This response acknowledges the Royal Government’s consistent vision and efforts—from the previous leadership of Samdech Akka Moha Sena Padei Techo Hun Sen to the current stewardship of Samdech Moha Borvor Thipadei Hun Manet—in promoting and protecting human rights in line with international instruments and the realities of Cambodian society.
He said the CHRC has worked closely with the Royal Government to safeguard Cambodia’s territorial integrity and citizens’ freedoms in the Cambodia–Thailand border issue, submitting petitions and complaints to 60 regional and international human-rights bodies and conducting a human-rights mission to the United Nations Human Rights Council in Geneva, Switzerland, holding 29 bilateral meetings in March 2026 with member states, the Council, and UN institution leaders, and making 10 visits to troops and refugees. He also commended and highly valued the significant efforts and attention given to protecting and addressing the needs of people affected by the two Thai incursions.
He concluded by expressing gratitude to the provincial administration for helping distribute the current UPR report, noting that this support demonstrates its commitment to meeting international human-rights obligations and working with the government to implement recommendations at national and sub-national levels—enhancing the country’s reputation regionally and globally and promoting the best interests of the Cambodian.
