HE Keo Remy, Senior Minister, Presided Over “Dissemination of National Reports on UPR” Workshop

Battambang: On 26 May 2026, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), presided over the workshop on “Dissemination of National Reports on the Universal Periodic Review (UPR),” held at Battambang Provincial Hall and organised jointly by the CHRC and the Battambang Provincial Administration, with the attendance of HE Yim Seap, Deputy Governor of Battambang, representatives of the Provincial Court of First Instance and its Prosecutor, the Military Police, Provincial Court Administration, Provincial Prison, various departments, district representatives, related institutions, civil society organisations, and the Provincial Union of Youth Federation of Cambodia, totalling 320 participants.

In his remarks, he noted that the UPR is a key mechanism of the United Nations Human Rights Council, offering all member states a platform to share best practices and exchange perspectives on human rights.

He emphasised that, under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, the Royal Government has implemented the Pentagonal Strategy and priority programmes to maintain social stability and advance development across all sectors—prerequisites that underpin human rights and align with the UPR recommendations Cambodia has accepted.

He also underscored Cambodia’s human-rights priorities and progress ahead, citing actions such as ratifying numerous international human-rights instruments, permitting the presence of the OHCHR and the UN Special Rapporteur on human rights in Cambodia, abolishing the death penalty, fostering religious harmony, promoting openness toward the rights of LGBT individuals, etc.

He said the CHRC has worked closely with the Royal Government to safeguard Cambodia’s territorial integrity and citizens’ freedoms in the Cambodia–Thailand border issue, submitting petitions and complaints to 60 regional and international human-rights bodies and conducting a human-rights mission to the United Nations Human Rights Council in Geneva in March 2026. He added the Cambodian leadership—both Samdech Techo and Samdech Thipadei—prioritise the lives, safety, and livelihoods of the people, exercising maximum restraint and favouring peaceful, law-based solutions.

He urged young people to take part fully in military service, describing it as a chance to help protect the nation’s territorial integrity, to build physical and mental resilience, and to resist harmful propaganda aimed at weakening Cambodia’s national defence. He called on everyone to continue trusting the Royal Government to address challenges and to stand united with it in safeguarding and developing the country for sustained progress.
